As local traffic management policies continue to roll out in 2025, the regulation of electric three- and four-wheel vehicles is undergoing a new round of adjustments. Starting in April, many regions will adopt a dual-track approach, combining strict enforcement against over-standard vehicles with convenience measures to address public needs.Policies will focus on compliance and public service, including initiatives like registration systems and trade-in programs to help ease the transition. Below is an analysis of the key policy changes and their impact starting in April.

Root Cause Management: Strengthening Production and Sales Controls, Standardizing Market Access


Ban on the Sale of Non-Compliant Vehicles



Multiple regions have explicitly required that electric three- and four-wheel vehicles must comply with the MIIT's "Road Motor Vehicle Manufacturers and Product Announcement" directory. Additionally, they must obtain 3C certification, a certificate of conformity, and other necessary qualifications.

Starting in March, Qujing, Yunnan has initiated a special enforcement campaign, strictly prohibiting the sale of "elderly mobility vehicles" that are not listed in the official directory. Additionally, authorities are holding businesses accountable for illegal modifications and assembly violations, ensuring stricter compliance with national regulations.

Crackdown on False Advertising



In response to fraudulent claims by merchants advertising "no registration, no driver’s license required" for electric three- and four-wheel vehicles, consumers are encouraged to report such practices through the 12315 consumer complaint hotline.The policy emphasizes that electric three- and four-wheel vehicles fall under the category of motor vehicles, meaning drivers must hold the appropriate driver's license (C2 or D) and display a registration plate. This ensures legal compliance and enhances road safety.

Registration Management: Categorized Measures with Parallel Transition and Filing Systems


Extension of the Transition Period Policy



In Sichuan Guang'an, a transition period has been set for over-standard electric bicycles (with white background and red lettering plates) that are already registered, extending until October 30, 2027. However, vehicles that have not been registered are prohibited from being driven on the roads. Electric three-wheelers and low-speed four-wheel vehicles are not included in the temporary registration system and must be replaced with compliant models as soon as possible to ensure legal operation.

Relaxation of Temporary Registration for Non-Compliant Vehicles



In cities like Leshan, Sichuan, owners of non-compliant electric two-, three-, and four-wheel vehicles purchased before April 30, 2025 are allowed to register their vehicles for free and receive temporary license plates. To complete the registration, vehicle owners must provide the purchase invoice or sign a vehicle source declaration. If registration is not completed by the deadline, these vehicles will face legal action and penalties. 

Clarification of Motor Vehicle Classification


According to the Road Traffic Safety Law, electric three- and four-wheel vehicles must display official motor vehicle license plates, and drivers are required to hold the appropriate driver's license. Electric three-wheel vehicles require a D license,and Electric four-wheel vehicles require a C2 or higher driver's license. Individuals found driving without a valid license may face fines or administrative detention.

 Law Enforcement and Crackdown: Combining On-Road Inspections with Special Operations


Strict Enforcement in Key Areas



Starting in April, Qujing City has entered a concentrated enforcement phase, strictly cracking down on violations involving non-compliant three- and four-wheel vehicles. Authorities will focus on illegal passenger transport and unauthorized commercial operations, with violators facing vehicle confiscation and penalties. Meanwhile, Guang’an is strengthening forensic investigations for violations such as drunk driving and speeding, ensuring clear accident liability determination. 

Fire Safety and Coordinated Management



Many regions have banned electric bicycles from being parked or charged in public areas, with fire departments intensifying inspection patrols. This measure aims to reduce the risk of spontaneous combustion caused by poor-quality batteries, ensuring public safety and preventing fire hazards.

Summary

Starting in April, the management of electric three- and four-wheel vehicles will follow a dual approach of strict enforcement and transitional guidance. Authorities will tighten regulations and crack down on non-compliant vehicles through law enforcement and production control, reducing their presence on the roads. Temporary measures such as registration programs and subsidy policies will provide vehicle owners with a buffer period to comply with new standards.

However, only compliant models will be legally allowed for long-term use, and non-compliant vehicles will gradually be phased out. Owners are advised to check their vehicle’s qualifications, complete registration or replacement procedures, and stay updated on local regulations to avoid travel disruptions.
