2025: The Era of "Dual Certificates" for Electric Vehicles Arrives!

As 2025 approaches, stricter management measures for electric vehicles will be implemented in many regions, marking the official arrival of the "Dual Certificates" era. To legally drive an electric vehicle on the road, owners must meet the requirements of "1 plate, 2 certificates, and 5 must-haves." Failing to do so will result in severe penalties, including fines and vehicle impoundment.

1 Plate: All electric vehicles must be registered with a license plate

Electric vehicles are commonly divided into three categories: electric bicycles, electric light motorcycles, and electric motorcycles.

Electric bicycles fall under non-motorized vehicles and require a green background with white text license plate for road use.

Electric two-wheeled light motorcycles and electric two-wheeled motorcycles fall under the category of motor vehicle management. Electric two-wheeled light motorcycles are registered with blue plates and white characters, while electric two-wheeled motorcycles are registered with yellow plates and black characters. Vehicles that do not comply with the registration requirements will be fined.

Two documents: Electric vehicles must be accompanied by a driver's license and a registration certificate when on the road.

Electric bicycles, while classified as non-motor vehicles, don't require a driver's license to operate but come with a registration certificate after registration. However, electric two-wheeled (light) motorcycles are regulated as motor vehicles, and you must have both a driver's license and a registration certificate to ride them on the road.

Different vehicle types correspond to different driver's licenses.

Electric bicycles: No driver's license is required; however, the rider must be at least 16 years old to operate the vehicle on the road.

Electric light motorcycles: A holder of an F, E, or D license is required.

Electric motorcycles: A holder of an E or D license is required.

At the same time, electric bicycles are classified as non-motor vehicles, and owners can purchase relevant insurance as needed, such as third-party liability insurance and personal accident insurance for riders.

Electric (light) motorcycles, classified as motor vehicles, are required to purchase mandatory motor vehicle liability insurance before operating on the road.

Five Musts: Strict Enforcement of Road Regulations for Vehicles

1. Riders must be at least 16 years old. 

Individuals under 16 are still in the process of physical and mental development, with relatively weaker safety awareness and response capabilities. Setting a minimum age limit of 16 helps protect them from potential harm caused by riding electric vehicles.

2. Wearing a safety helmet is mandatory. 

Safety helmets provide effective cushioning. In the event of an accident, they can significantly reduce the risk of head injuries and protect the rider's safety.

3. Carrying passengers must comply with regulations.

Electric bicycles: Riders may carry only one passenger, and the passenger must be a minor under the age of 16.

Electric light motorcycles: Passenger carrying is not permitted.

Electric motorcycles: In addition to the rider, one passenger may be carried if a designated seat is provided. Passengers under 12 years old are not allowed to ride on the rear seat.

4. Illegal modifications are strictly prohibited. 

Illegal modifications to electric bicycles include tampering with speed limits, increasing battery capacity, boosting motor power, or adding sunshades. These alterations can significantly exceed the original factory specifications, rendering built-in safety features ineffective and increasing the risk of traffic accidents.

5. Traffic rules must be followed. 

Violating traffic regulations while riding electric vehicles poses significant safety risks. Common infractions such as running red lights, riding against traffic, or failing to stay within designated lanes can easily lead to accidents. With just a bit more attention to courteous and lawful riding, these dangers are entirely avoidable.

In 2025, the era of "dual certification" for electric vehicles has officially begun, marking a significant step toward more standardized and refined traffic management.

The "1 Plate, 2 Certificates, 5 Must-Follow Rules" are not arbitrary restrictions on vehicle owners, but rather a solid foundation for ensuring road safety and order. When every vehicle owner consciously abides by these regulations, our roads will become safer and more orderly, and travel will be smoother and more secure.
